When to Convert JPG to PNG

Does converting JPG to PNG improve quality?
No — quality lost during JPG compression cannot be recovered. PNG output will be higher fidelity going forward, but won't undo existing compression artifacts.
Will PNG output be transparent?
Only if the source image has a transparent layer. JPG does not support transparency, so JPG-to-PNG conversion will have a white or solid background.
